Crime Prevention Bulletin
The Rochester Police Dept would like to make you aware that there has been an increase in residential burglaries throughout the South East area in the past few weeks. In many cases, the burglar was able to enter the home through an unlocked window. With the warm weather approaching, I would like to remind all citizens to be certain to close and lock your windows, screens and doors whenever you are away from home or asleep.
In addition, please follow these crime Prevention Tips to reduce your chance of becoming a victim:
- Report to 911 immediately all suspicious activity such as persons loitering, going door to door, or the sound of glass breaking.
- Report any attempt to break into your house or garage, such as cuts on your window screens near the locks.
- Keep your doors, windows and garages locked when not at home (even when in the yard or at a neighbors).
- Install and use deadbolt locks on all exterior doors.
- Notify a neighbor when you are going to be away.
- Discontinue newspaper delivery when going on vacation.
- Keep outside lights on all night and use motion sensor lights all around your home.
- Trim shrubs to deny burglars a hiding place, especially shrubs around windows.
- Lock up ladders and trash toters where they cannot be used by a burglar.
- Don’t leave returnable cans etc. out for the “homeless”.
- Never open your door for a stranger.

Since 2009, we have been collecting personal stories, uncovering historical tidbits and archiving information on our current events – all at www.ellwangerbarry.org. From Michigan there is an illustrated story about a Wedgwood Jug designed for George Ellwanger, from a Meigs Street residence: photos from the 1920s, from 2011: concert video from our Music in the Park series. In keeping with the hodgepodge spirit, we will also feature content from our first four years of exhibits, timelines, botanical art, Ice storm photos, nominated trees, old postcards, videos and personal recollections.

RG&E Work on Alpine starts @ April 30
We wanted to let you know that on or about April 30, 2012 we will begin installing new natural gas mains and services on Alpine Street. Our work will take place in front of or near residences but we do not plan to replace the service line which feeds each home at this time. We expect to complete the work by May 25, 2012.
Here is information about the project that you may find useful.
· To ensure safety, before work begins, RG&E and other utilities will mark water, natural gas and other underground lines in the work area – possibly on or near your property.
· During the first phase of the project, our contractor, DDS/Rochester Utilities will install the new mains. In most cases, this will mean temporary inconveniences, but we will work to ensure that residents will have ready access to their driveway or parking lot. All of the excavated areas will be backfilled as quickly as possible, most on the same day they are excavated.
· The next phase of the project will include putting the new mains in service and installing new natural gas services to those customers whose service is affected by the work. Again, excavated areas will be backfilled as quickly as possible.
· In the last phase of the project, DDS/Rochester Utilities will return to complete grading and apply topsoil, grass seed and fertilizer. We will also provide helpful hints about watering and lawn care after this restoration work is complete. Asphalt and concrete will also be restored as necessary.
· In the event that work is done during the winter months, permanent restoration work on your property will be done in the spring as soon as weather permits.

We know that these projects are sometimes disruptive, but it is important that we maintain our complex natural gas delivery system that provides essential energy to our customers.

Celebrate Olmsted’s Birthday and The Poets’ Garden. April 26
Do join the Highland Park Conservancy and the Upstate Chapter of the American Association of
Landscape Architects this Thursday evening for the Frederick Law Olmsted Birthday Party, at Highland Park!
Thursday, April 26, 2012 – 7:00 p.m. to 8:00 p.m.
Celebration of Olmsted’s Birthday and visit to The Poets’ Garden.
We will have an informative tour of one of the most beautiful corners of the Park. Our guides can help us identify some of the remarkable plant specimens that thrive in the Garden. The Garden is at its peak in early Spring, and this opportunity to tour it will be a delight.
April 26th is also the anniversary of the birth of Frederick Law Olmsted, and the Upstate Chapter of the American Association of Landscape Architects will host a reception featuring cupcakes, to celebrate that event and the profession of landscape architecture.
After the tour and some cupcakes, you can wander to other parts of the Park and enjoy it in the pre-Lilac Festival calm.
We will meet in front of the Lamberton Conservatory. The event is free and open to the public.

The Highland Park Conservancy invites you to participate in a new volunteer venture to help preserve and enhance the Park. The County Parks Department has agreed to allow the Conservancy to assist in some maintenance activities. We will not be trimming trees or using heavy equipment; rather, we will work on weeding and tidying discrete areas.
For years, a small group of dedicated volunteers has maintained the Poet’s Garden. We want to use that model to work in other areas of the Park. For 2012, we will adopt the Azalea stairs, the rock garden, the Iris Garden, and the Rhododendron Walk. We are seeking volunteers who are willing to spend a few hours per week or month maintaining one of those areas, from April until the Fall. You can select the area you want to adopt, set your own hours, and work in a group. County Parks personnel will provide a training session to teach us how to tell a weed from a flower and other valuable lessons.
The first session is scheduled for Wednesday, April 11, 2012 at 6pm. We will meet in front of the Lamberton Conservatory.

City of Rochester, Voice of the Customer Budget Session, Tuesday, April 3 (also Online Survey)
To obtain the community’s input in preparation of our 2012-13 Proposed Budget, Mayor Richards is inviting residents and taxpayers to attend “Voice of the Customer” sessions in the city’s four quadrants. We are working to provide citizens with as much advance information as possible regarding the budget. These meetings are part of that effort.
If you are a City Resident and can’t attend a session, Consider also expressing your opinion online using the Voice of the Customer Survey 2012
The Southeast quadrant’s session will be held on Tuesday, April 3 at Lake Riley Lodge, Cobbs Hill Park, 100 Norris Dr.
Current projections show that the City’s expenses are expected to exceed revenues by $40.2 million. However, Governor Andrew Cuomo and Lt. Governor Robert J. Duffy have proposed a one-time, $15.4 million spin-up of cash from New York State that reduces that gap to $24.8 million. The remaining $24.8 million gap is roughly half of the budget gap the City faced in the 2011-12 budget process due to the difficult choices the City made last year. The fact remains that Rochester will not take in enough money to pay for the current level of services and implement its capital plan. Once again, customer feedback will be used to help prioritize City programs and services.
Final budget decisions have not been made and the “Voice of the Customer” meetings will help guide the City on possible solutions to close its budget gap. Participants will have opportunities to review and discuss various topics, including taxes and fees, pensions, public safety, infrastructure, neighborhood and business development, federal funding and organizational efficiencies. They will be presented as options to consider giving citizens an understanding of the magnitude of the problem.
We must address our ongoing structural financial issues and we value our customers’ input. The “Voice of the Customer” sessions are a vital component of our planning process.
As the City of Rochester plans its budget for fiscal year 2012-13, Mayor Thomas Richards invites the public to provide input either in person at one of the four scheduled Voice of the Customer (VOC) public sessions in March and April, or via the City’s website.

Many of the events planned by the Highland Neighborhood Park Neighborhood over the last three years have centered on improvements for Ellwanger & Barry Park. That has been because, as a group, we have been practicing a concept called Placemaking (see below). Come this June, we are planning to take the most dramatic step so far, and ask you and the rest of the Neighborhood to help us Create Artwork Right in The Middle of the Street! With the endorsement and support of the City of Rochester, we are all (all= Neighbors, Adults, Children) going to paint a giant design in the intersection of Meigs & Linden and the parts of each street that adjoin the park….
So what is Placemaking and what’s the purpose of painting a street and whose idea was this to begin with?
Placemaking is a multi-layered process within which citizens foster active, engaged relationships to the spaces which they inhabit, the landscapes of their lives, and shape those spaces in a way which creates a sense of communal stewardship and lived connection…..
…As the process of developing a community place proceeds; people develop deeper relationships and more energy to create together because they live together. Creating a common ground that transcends the differences among people powerfully addresses this isolation and creates an environment where people feel like they can do anything they set their collect minds to. Two upcoming guided tours of the Highland Park Arboretum and Botanical Gardens will complete our series of Saturday’s Family Friendly Guided Tour entitled “Beyond the Lilacs”. This series has been co-sponsored by the Highland Park Neighborhood Association and the Highland Park Conservancy:

As usual, your guide will be a neighborhood expert in horticulture and forestry: Amy Priestley. Amy attended graduate school at Oregon State University’s College of Forest Science. She will once again lead a group of neighbors and residents through our Botanical Garden and Arboretum On March 17, 2012, we will be looking for the sights and smells of spring. February attendees know that Amy took us to a grove of Witch Hazels which have the reputation of being among the earliest of all bushes to bloom.

And then come back on April 21, 2012 at 1:00 pm for an early celebration of what Amy (along with many others) considers to be one of the most special days of the year: “Earth Day” Now celebrated in at least 175 countries, this tour will be especially appropriate for children (although the little are welcome at every tour we sponsor!)

Amy’s love of all that grows has extended to her business Labor of Love Garden Design & Landscape Artistry. If you have had the pleasure to take one or more of her tours you know they are also a labor of love. ( By the way, this would be a good time to get an expert’s opinion on any Spring Planting Questions you might have…)
These tour are the last in a year-long series of tours that features themes and aspects of the park tied to seasonal changes and the variety of the collections. But don’t worry, a new series of tours for 2012-2013 given by Amy will start in May…more details on the new theme are coming soon! All tours are generally introductory but repeat attendees will find new content on each guided walk in the series.
Tours are free. Attendees should meet at the Log Bench outside Lamberton Conservatory at 171 Reservoir Avenue at 1 pm on the day of the tour. Dress Appropriate for the Weather. Wear Comfortable Walking Shoes. Children always welcome.

Meeting of Traffic Calming and Art & Cultural Teams…March 1 & March 8
If you consider yourself part of either the Highland Park Neighborhood Arts & Cultural or Traffic Calming teams…or if you are interested in joining one or the other or both…this Thursday (March 1, 2011) we are getting together at Dicky’s Restaurant at 7:00 pm to discuss designs for the upcoming BoulevART project for the intersection of Linden & Meigs. And next Thursday March 8, at the same time, we will go over the year’s agenda (including a search for at least one new team leader for 2013!) If you are just coming up to speeed, last year the City approved our Placemaking/Traffic Calming project for a street painting in the style and purpose of the movement that began in Portland, Oregon.

Last Summer, Neighborhood Artist Larry Staiger worked up a preliminary design for our BoulevARTproject and we presented that design at September’s Taste of the Neighborhood for comments.

Our plan is to extend and finish Larry’s design in the next few days so that it will be ready to submit to the Neighbors and City for approval as we move to the next stage and begin planning the June event.
On March 8, we will go into more depth on this project, our Lilac Festival event, Kiosk Project, Music in the Park concerts as well as work on our general meeting later in the month that centers on the upcoming work of these two teams. So either tomorrow or next week would be a good time to get involved…we’d love to have you. (By the way, the plan for a street decoration includes involvement by as many children as we can convince to hold a paint brush…everyone is welcome to take part…see above video!)

Chief Sheppard is pleased to announce the Youth Law Enforcement Career Fair being held at Dr. Freddie Thomas High School on Saturday March 3rd, from 1pm to 3pm.
This event is being hosted by The Rochester Police Department, members of Chief Sheppard’s Police and Citizens Interaction Committee (PCIC) and PathStone. It is intended to attract youth in our community who are interested in a career in law enforcement.
Numerous law enforcement agencies in the Rochester area will be represented at this event including:
- Rochester Police Department
- New York State Police
- Monroe County Sheriff
- FBI
- United States Marshals Service
- Emergency Communications Department (911)
- NYS Department of Corrections/Parole

Volunteer for School 12 Observation Day March 9, 2012
Dear Highland Park Neighbors,Here is the background again for those that are receiving this plea for the first time. In 2010, School #12 received a $275,000 grant from the Greater Rochester Health Foundation. The monies are to be used to increase the amount of physical activity the students receive during the school day. You may have noticed or been told about the fabulous new playground at the school/recreation center. That was made possible in part by this grant. We’re also providing yoga training for teachers, purchasing materials for indoor and outdoor recess, and coordinating school wide events (roller-skating, drumming workshops, fun run, etc.).
I am reaching out to all of you to help fulfill one of the grant requirements. Three times a year our progress is measured through classroom observation. Ten classrooms are randomly selected to have a volunteer shadow their classroom for the duration of the day collecting data. Our next observation day will be March 9th. Please consider volunteering, no experience is necessary. Please note, there is nothing magical about March 9th as the observation day. If there is another day the week of March 5th that works better for some, we can entertain holding observations on a couple of days.
What’s in it for you? Coffee, juice and pastries upon your arrival. Lunch will be provided. We’ll toss in a special gift at the close of the day and most importantly the great feeling you’ll get by helping out! Volunteers will need to be at school from 8:00 am until 2:00 pm.
